刘怀，男，汉族，1967年12月生。博士，教授，博士生导师。现任西南大学植物保护学院院长，昆虫学及害虫控制工程重庆市重点实验室主要研究人员。1991年6月毕业于西南大学植物保护专业并获农学学士，2001年6月毕业于西南农业大学农业昆虫与害虫防治专业并获农学博士学位。
主要从事昆虫生态、有害生物监测与可持续治理、植物检疫与入侵生物学、害虫生物防治等研究。

在国内外核心刊物上发表研究论文40余篇，分别发表在Systematic and Applied Acarology，Entomologia Sinica，《植物保护学报》《林业科学》《应用生态学报》《植物保护》《蛛形学报》等刊物上。
参加了中国农业出版社面向21世纪课程教材《农业昆虫学》（南方本）、高教社规划教材《农业昆虫学》、科学出版社规划教材《植物检疫虫害学》等教材的编写工作。
作为主研参加了973、国家自然科学基金、国家教委博士点基金，主持“十一五”支撑计划子课题、重庆市科委重大攻关项目子课题等课题。目前主持农业行业科研专项、重庆市科委重点攻关项目、重庆市科委攻关项目等课题。
